Recently, the State Council issued China's first artificial intelligence plan \u2014 the \"New Generation Artificial Intelligence Development Plan\". This milestone plan makes strategic arrangements for the development of AI and establishes a \"three-step\" goal, striving to build China into a major world AI innovation center by 2030.
\nThe \"three-step\" goals are: By 2020, China's overall AI technology and applications will be on par with advanced world levels, the AI industry will become a new important economic growth driver, and technology application will become a new path for improving people's livelihoods; by 2025, major breakthroughs will be achieved in AI basic theories, some technologies and applications will reach leading global levels, and the AI industry will become a primary driver of industrial upgrading and economic transformation; by 2030, AI theories, technologies and applications will generally reach world-leading levels, and China will become a major AI innovation center.
\nBecoming a major world AI innovation center means that China's AI industry competitiveness will reach international standards, the intelligent economy and intelligent society will achieve notable results, laying an important foundation for China to become a leading nation in innovation and an economic power.
\n\"The new generation of AI is accelerating its penetration into manufacturing and other sectors to enhance the new economy and accelerate the leap toward standardization,\" said Minister of Science and Technology Wan Gang.
\nArtificial intelligence, a concept born more than 60 years ago, is driving the internet and big data to profoundly change human life. As the core driving force of the new round of technological revolution and industrial transformation, the new generation of AI will change the world.
\nLi Bohu, an academician of the Chinese Academy of Engineering, stated, \"The era of 'Internet + AI + Big Data' is coming. 'Smart cloud manufacturing' is the implementation and expansion of cloud computing in the manufacturing field, and it is a smart manufacturing model and method for implementing the 'Made in China 2025' and 'Internet + Manufacturing' action plans.\"
\nExperts and people in the AI field generally believe that AI development is entering a new stage, characterized by deep learning, cross-border integration, human-machine harmony, collective intelligence and intelligent operation. Like all innovative technologies, the new generation of AI has a high degree of uncertainty, and therefore requires careful planning and scientific guidance.
\nOver the years, national science and technology programs have continuously supported R&D in AI-related technologies and have achieved important progress. It should be recognized, however, that there is still a gap between China's AI development level and that of leading countries. For example, there is a lack of major original achievements; the gap in basic theories, core algorithms, key high-end chips, major products and systems, basic materials, components, software and interfaces is widening; research institutions and enterprises have not yet formed an ecosystem and industrial chain with overall influence; and the talent pool cannot meet demand.
\nThe plan calls for accelerating the deep integration of AI with the economy, society and national defense as the main thread, improving the scientific and technological innovation capability of the new generation of AI as the main direction, building an open and integrated AI science and technology innovation system, grasping the highly integrated technological and social attributes of AI, and adhering to the \"three-in-one\" promotion of AI R&D breakthroughs, product application and industrial cultivation, so as to fully support scientific, technological, economic and social development as well as national security.
\nTo address weak links, the plan emphasizes building an open and sound AI science and technology innovation system, strengthening deployment in frontier theories, key generic technologies, innovation platforms, and high-end talent teams. At the same time, it promotes the cultivation of an intelligent economy, the development of emerging AI industries, the standardization and upgrading of industries, and the creation of AI innovation hubs.
\nAI technology is also a \"double-edged sword\", which may bring issues such as changing the employment structure, impacting laws and social ethics, infringing on personal privacy, and challenging international relations norms.
